TROY - Business and property owners in the proposed downtown business improvement district would be assessed an amount equal to 5 percent of their city taxes under a plan posted this week at the organizers' Web site.
The annual assessment is one- quarter of the 20 percent assessment that BIDs in Albany charge, the maximum allowed under state regulations.
