VIC:Vic woman shot by police
MELBOURNE, Aug 9 AAP - Police have shot a woman and a second person has been injured
in an incident in Melbourne's north.
The woman was shot by police at Epping and suffered non-life threatening injuries,
a police spokeswoman said.
"Victoria Police can confirm police were involved in a shooting in Epping about 12.45pm
(AEST) that resulted in a woman being shot," the spokeswoman said.
The spokeswoman could not say how many officers were involved in the shooting or what led to it.
An ambulance spokesman said paramedics were called to the scene at Miller Street, Epping,
at 12.40pm.
As well as treating the woman who had been shot, paramedics were also treating a second
person who had injuries to the upper body.
It's believed the second person's injuries are not gunshot wounds.
The ambulance spokesman said both patients were still being treated at the scene.

NSW: Teen girls charged over cabbie's death
Two 14-year-old girls have been charged with murder .. after a Sydney taxi driver was
fatally bashed in the city's south west.
They'll appear in Lidcombe Children's Court this morning.
Police arrested the teenagers at Strathfield train station about 10pm (AEDT) yesterday
over several unrelated alleged robberies.
They were interviewed and subsequently charged with murder and robbery offences.
53-year-old cab driver YOUBERT HORMOZI died on the way to Liverpool Hospital after
he was found with head injuries lying on Parklea Road at Canley Heights about 2am (AEDT)
Tuesday.
His taxi had been stolen and was later found abandoned and crashed into a parked car
in Bonnyrigg.

NSW:Sydney backyard bones identified as male

SYDNEY, Dec 23 AAP - Bones found buried in a southwestern Sydney backyard belonged
to man who may have died from natural causes, tests have revealed.
The remains - a skull, pelvis, femur and other, smaller bones - were discovered by
Mark Harland as he dug up a fence at his property in Fairfield on Tuesday evening.
At first the bones were believed to be those of a woman.
But a preliminary post-mortem examination conducted on Thursday found they belonged
to an elderly or middle-aged man.
Police said there was nothing to suggest his death was suspicious.
"Detectives are however keeping an open mind in regards to the investigation and are
scouring missing persons reports in an attempt to identify the man," police said in a
statement on Thursday.
The man had a titanium metal plate inserted in his leg, but police say this is of little
help in identifying him.
"The matter will require an extensive forensic investigation to confirm who he is,"
the statement said.
The bones were found near Prospect Creek and police are examining a possibility they
were washed down to Mr Harland's property.
Superintendent Brett McFadden told reporters on Wednesday there was old clothing on
the bones, which News Ltd reported was a weathered blue fabric.

Qld: Cabbie accused of detaining women allowed to visit India

GOLD COAST, April 7 AAP - A Gold Coast taxi driver will be allowed to visit his family
in India despite allegations he locked five women in his cab over a disputed fare.
Karan Luthra is accused of locking the women in his taxi and erratically driving them
around Surfers Paradise after they challenged his fee of $30 for a 7km trip.
The 24-year-old has been charged with five counts of deprivation of liberty.
Luthra appeared in the Southport Magistrates Court on Wednesday seeking to change the
conditions of his bail so he could fly to India to see his sick mother and attend his
sister's wedding.
Police opposed the application, arguing there was a strong case against him.
Sgt Brian Cazzulino told the court a dispute erupted between Luthra and five women
he had collected from Southport in his maxi taxi and drove to Surfers Paradise.
He said the women, aged between 24 and 32, challenged the fee of $30 saying the normal
fare for the trip was $20.
The court was told Luthra told his passengers he couldn't show them the fare on the
meter as he had rounded it down to $30 as he approached Surfers Paradise, clearing details
from the screen.
Sgt Cazzulino said Luthra then trapped the women in his cab and for the next 25 minutes
drove erratically around Surfers Paradise, accelerating and braking sharply.
He said police would produce recordings of a triple-0 call where the women could clearly
be heard crying, pleading with Luthra to slow down and let them out, and offering to pay
him the full $30.
Sgt Cazzulino said after eventually paying the fare, the women were released and went
straight to police.
Luthra's solicitor said her client had already lost three fares that night when people
jumped from his cab and ran off without paying.
Katie Chan told the court that after being directed by his taxi company to take the
women to the nearest police station, Luthra pulled up outside the Cyprus Avenue police
post, but drove off again after seeing three men standing nearby who he feared would attack
him if he let the women out.
Ms Chan said her client denied the women asked him to stop and let them out and recorded
conversations with his taxi company would support his case.
She appealed to Magistrate Terry Duroux to allow Luthra to fly home to India as his
mother was ill and his sister was about to be married.
She said he intended to return to the Gold Coast in time for the resumption of his
next university semester on April 22.
After Luthra offered to post $5,000 surety, the magistrate altered his bail conditions
to allow the trip to India.
The case has been set down for mention on May 11.

Damaging winds .. gusting to 120 kilometres an hour in some areas .. will blast across
Victoria from this afternoon .. as a strong cold front and an intense low pressure system
loom west of the state.
A severe weather warning is in place for much of Victoria.
Winds are expected to ease slightly this morning .. giving emergency crews a chance
to consolidate after a busy day yesterday .. but the Bureau of Meteorology says conditions
will intensify later in the day as a strong cold front approaches.
The State Emergency Service says it took about 100 distress calls .. mainly from the
Melbourne metropolitan area .. in the 24 hours to midnight (AEST) today.
The severe weather warning predicts sustained winds up to 60km/h .. and locally damaging
gusts up to 110km/h in the Wimmera, western and alpine forecast districts .. and in parts
of the north central, northern country, Mallee, central, northeast and Gippsland regions.
Elevated areas may have gusts up to 120km/h.

ADELAIDE, Aug 6 AAP - From Olympic ticketing scams to sophisticated operations stealing
credit card details, the internet has become a place where criminals can operate undetected,
Australian Federal Police chief Mick Keelty says.
Less than 10 years ago Australians would not have imagined the impact, mostly positive,
the internet would have on their daily lives, Mr Keelty told a business lunch in Adelaide.
"But, as with many things in life, there are people who seek to take advantage of these
systems and are now committing crimes on the internet that are affecting each and every
one of us in different ways," he said.
"The internet provides an opportunity for criminals to commit crimes undetected, with
a level of anonymity that previously they would not have had available to them."
The AFP boss said the recent Olympic ticketing scam, where hundreds of sports fans
were duped into buying tickets through a bogus website, to the case in the US where 11
people were charged in connection with the theft of 40 million credit and debit card numbers,
were prime examples of how technology had been exploited.
Incidents of online fraud in Australia had jumped 60 per cent in the past 12 months,
he said, while 3.6 million Americans lost money last year after having their identities
stolen.
"Australia is by no means immune," Mr Keelty said.
"We really have to think about what we have online and how we're protecting it.
"Cyber criminals are becoming quite skilled in planning and executing their attacks."
The AFP chief said he did not want to frighten people away from using the internet,
but urged everyone to have a measure of understanding of its impact on the wider community.
"There is no doubt that technology has the ability to increase economic growth," he said.
"But there's nobody who doesn't understand or appreciate that technology has the potential
to stunt development or create crime risks."

CANBERRA, Aug 26 AAP - There is no known risk of the equine influenza detected in NSW
passing from horses to people, federal Health Minister Tony Abbott says.
The outbreak among recreational horses in Sydney's Centennial Park has caused a national
shutdown of the horse racing and breeding industry.
The Centennial Park outbreak came after the suspected detection of horse flu in the
Eastern Creek quarantine centre which prompted a 30-day lockdown there and at Spotswood
in Victoria.
A further case has since been detected in rural NSW, said federal Agriculture Minister
Peter McGauran, while Queensland Premier Peter Beattie today said three horses had been
quarantined at a major horse event, the Equestrian World Cup qualifier, in Queensland's
south after returning suspect results in an influenza test.
Mr Abbott today said there were no fears of the disease spreading to humans.
"My understanding is that this is purely a problem for horses," he told the Nine Network.
"I don't believe there is any significant risk of this thing doing a jump from species
to species.
"That's more of a problem with influenza in animals like birds and pigs."
Mr Abbott said it was not yet known how the equine flu was brought to Australia.
"It's too early to say.
"This is all being investigated as quickly as possible."
The minister said the current ban on movement of horses may affect security at next
week's APEC summit in Sydney if mounted police could not be deployed.
"That's something to be decided nearer the time. But, obviously, security is very important
at APEC and I accept that mounted police have an important role to play.
"I suspect it will be slightly more difficult to ensure crowd control (without them).
"Maybe this will be an incentive for any protesters to behave rather better than otherwise
might have been the case."

Qld: Bligh says stem cell vote to be close
BRISBANE, April 11 AAP - Queensland Deputy Premier Anna Bligh says she expects a close
vote on controversial state laws allowing therapeutic cloning.
Premier Peter Beattie yesterday said work had begun on drafting a bill mirroring federal
laws passed last year allowing scientists to clone human embryos to extract stem cells
for research purposes.
Previously, stem cells could be extracted only from embryos left over from the IVF process.
Mr Beattie said state MPs would get a conscience vote on the bill, but said he would
personally support it and hoped it would pass.
Ms Bligh said today she would also support it, but believed the vote would be tight.
"It will be watched with interest and it will be closer than most people think," she
told ABC radio.
Ms Bligh said scientists had convinced her that the research had the potential to unlock
cures for a range of serious illnesses.
She said MPs who backed the bill should not be denigrated for having a lesser view
of the value of human life.
"There are different but equally valid points of view on this issue," she said.
"You can support the bill out of respect for people living with these diseases ...
that is respecting human life."
Liberal leader Bruce Flegg, an experienced GP, said he was unconvinced of the need
for the new laws and doubted whether many of his colleagues would back them.
"It's a fairly big step to say let's create human life for the purpose of experimenting
with it," Dr Flegg said.
"I think it's the thin end of the wedge.
"When stem cells were first made available there were tight controls, now they are
wanting to liberalise that and I think that argument will continue for further liberalisation."
He said the research method was not essential to find cures for diseases such as Parkinson's
and spinal cord injuries.
Queensland parliament four years ago passed laws allowing embryonic stem cell research
under strict conditions and banning human cloning.
Sixty-five government, independent and opposition MPs, including then opposition leader
Lawrence Springborg, voted for the bill after a marathon two-day debate.

frontbench today.
Mr RUDD and his deputy JULIA GILLARD are due to hold a media conference in Brisbane
at 2 pm local time (1500 AEDT) .. after kicking off their 10-day listening tour of Australia
today.
PETER GARRETT .. CHRIS BOWEN .. CRAIG EMERSON and BOB MCMULLAN were elected unopposed
to the Labor frontbench last week to replace KIM BEAZLEY .. GAVAN O'CONNOR and BOB SERCOMBE.

Fed: RBA signals rate increase still on cards
CANBERRA, Feb 13 AAP - The Reserve Bank has signalled it may inflict another interest
rate rise on mortgage holders, warning prices of everyday goods are likely to increase.
In its statement on monetary policy released today, the bank said there were signs
in a range of sectors of price pressures which could then flow through into the economy
more generally.
It said there were several factors that could push up inflation in coming months, including
wages, the hikes in commodity prices that are pushing up raw material costs of business,
and the general high capacity utilisation of the economy.
This in turn meant inflation was likely to nudge up, which meant the bank will have
to keep its finger on the interest rate trigger for the foreseeable future.
"The (Reserve Bank) board's assessment overall is that demand and output can be expected
to grow at a pace broadly in line with the economy's productive potential over the period
ahead," it said.
"Given the prevailing levels of capacity utilisation and labour market tightness, this
outlook is consistent with a modest increase in underlying inflation."
The last time the bank raised official rates was in March last year. Some pundits have
suggested that the bank's next move may be to cut rates.
The bank said the only real downward influence on prices across the economy at present
was the intense global competition in the manufacturing and services sector.
It said with oil prices remaining stubbornly high, headline inflation was likely to
remain around the three per cent mark in the short term.
The bank said the economy had been growing a little below average in recent months,
at around three per cent over the last two quarters (or six months).
It said if the export sector was able to boost production, then growth may pick up.
"Given the continued strength of the business sector and the prospect of some improvement
in export volumes, growth is likely to continue at a similar or higher pace in the period
ahead," it said.
The bank said the terms of trade - the prices for exports versus those of imports -
was a key factor influencing the rate of growth in the economy.
But despite near record prices for commodities, Australia has so far failed to greatly
increase production, instead relying on stronger prices to boost the overall value of
exports.
The strong commodity prices are, however, contributing to a highly stimulatory environment
in the business sector.
"The general strength of the business sector has also been evident in the growth of
corporate profits and in the performance of the share market," it said.
"Share prices in the Australian market have outperformed those overseas in recent years
and, unlike most other major markets, have surpassed their 2000 peak."

Air tragedy claims Collins WGN celebrity, two others die as small planes collide over Zion hospital.(News)
A midair small-plane collision over Zion Wednesday permanently silenced one of Chicago's great voices, killed two others and forced the evacuation of a hospital after one plane smashed into its roof and another crashed onto a nearby street.
Amazingly, no one on the ground was seriously hurt.
WGN 720-AM radio host Bob Collins and his Mettawa neighbor, Herman F. Luscher, were flying about 2 miles northeast of Waukegan Regional Airport just after 3 p.m. when the Moravan Zlim 242L two- seater Collins co-owned collided with a four-seat Cessna 172L flown by a student pilot.
The identity of that pilot, who Lake County Coroner Barbara Richardson said was a United Airlines flight attendant, was not released pending notification of her family members in Chicago.
The two single-engine planes, police and witnesses said, appeared to hit nose-to-nose before the Cessna went down near the Sheridan Health Care nursing facility at 25th Street and Elim Avenue, according to Zion Police Chief Gordon Ohlmstead. The Zlim attempted to stay in its flight path before going through the roof of the Midwestern Regional Medical Center a few blocks away.
Only two medical center employees suffered minor burns. The situation could have been much worse as witnesses observed one of the planes flying over Central Junior High School students who had just been let out for the day.
Elizabeth Isham Cory, a Federal Aviation Administration spokeswoman, originally said both planes were on final approach to Waukegan Regional. Cory later retracted that statement, saying it was unclear if the planes were arriving or departing one of the airport's two runways.
Both pilots should have made radio contact with the tower, several pilots said, since they were within a 5-mile radius of the airport. At least two National Transportation Safety Board investigators were on the scene late Tuesday, launching the first steps of an investigation that likely will take a year or more to complete.
The affable Collins, who would have turned 58 on Feb. 28, had several years of experience in various cockpits and was on the waiting list to buy a Cirrus SR-20, the first plane in history to have a parachute as standard equipment. Luscher, his neighbor in Mettawa near Libertyville, was rated as an airline transport pilot, according to FAA pilot information obtained through an Internet database.
It is unknown which pilot was flying the Zlim at the time of the collision. Lenny Khayat, a managing partner at Midlane Country Club in Wadsworth who knew Collins for about 10 years, said Collins was coming back from having lunch in Sheboygan, Wis.
Les Mussared of Zion was about to enter the Walgreens on Sheridan Road, about a one-quarter block from the Midwestern Regional Medical Center, when he heard two planes overhead.
"They couldn't have been more than 20 or 30 feet apart," he said. "They appeared to be trying to get more power."
Mussared said he saw them collide about 600 feet above him and then he immediately went to a pay phone to dial 911. He described most of what he saw after the collision was like a scene from a movie.
"One (plane) was headed eastbound and started to dive like it lost all power, then it looked like it started to gain.
"It went up in the air and then crashed in the street."
A few seconds later, he said, the other plane headed southwest toward the Waukegan airport less than 2 miles away and crashed on top of the hospital.
"It sounded like a loud explosion. The windows blew straight out."
Shaken by what he had just seen, Mussared still picked up his son's medicine from the Walgreens pharmacy. "When I got home, I was almost in tears," he said.
Roger Cary, president of the Cancer Treatment Center of America, said he was on the first floor of the five-floor hospital when he heard the initial explosion.
That is when the hospital went into disaster mode and started clearing patients from the top floors.
"The second explosion blew out the walls on the top floor," Cary said. "There was damage to the fourth and fifth floors and the roof caved in."
Patients from across the country were at the hospital for all sorts of cancer treatment. On Tuesday, patients from California, Massachusetts, New Jersey and Alaska were moved to area hospitals. Cary said patients due to arrive at the hospital on Wednesday will be referred to its sister hospital in Tulsa, Okla.
Fire spread rapidly through the hospital's conference room and blew out windows on the west and south sides of the building. About 40 patients were evacuated, with most being sent to the Sheridan center and others taken to area hospitals.
There were two medical center employees on the building's fifth floor when the plane hit the building. They reported hearing two explosions, one when the plane crashed into the roof and another when it crashed through the roof and hit the floor of the conference room and a fire broke out.
Those two employees were slightly singed, but in all other ways OK.
The Cessna 172L flown by the female student pilot was based at Palwaukee Municipal Airport in Wheeling, said airport Manager Fred E. Stewart Jr. It was owned by American Flyers, a flight school with planes at Palwaukee and DuPage airports.
Several workers at the airport said student pilots often took off from Palwaukee and headed to Waukegan to practice touch-and-go operations because it is less congested than Palwaukee and further away from O'Hare International Airport's airspace. Student pilots need to practice such maneuvers to log flight hours that will enable them to get their licenses.
Friends and fellow pilots described Collins, who wrote a weekly column for the Daily Herald, as a cautious pilot who loved to fly.
"Both times I flew with him he seemed like a very accomplished pilot," said Dean Ellis, founder of the Windy City Flyers flying club at Palwaukee, which Collins had just joined late last year. "He was very interested in proving his skills whenever he flew. He asked about our training program and asked to sign up for lessons through us. A very good pilot is always learning."
Besides his reputation as a good pilot, Collins also looked out for his friends. Last fall, he came to the aid of local musician Bob Young and his wife, Mary, who lost nearly everything they owned in a September fire at their Buffalo Grove condominium.
Collins helped organize an October benefit concert for his longtime friends at the Waukegan airport that drew more than a thousand people, raised a "huge" undisclosed amount of money and served as a reunion for a cast of 1950s and '60s era bands.
Collins also spoke fondly of "our Bob Young" on his radio show the morning after the blaze.
"When that happened, when we lost everything and were standing around barefoot, there's Bob on the air making us feel like we had this huge family," said Young, who, when he heard the news Tuesday, realized he was wearing a pair of Harley-Davidson pants given to him by Collins after the blaze.
Said Daniel A Bitton, who co-owned the Zlim aircraft in which Collins died: "Mr. Collins was a close and dear personal friend of mine, as well as being a safe and capable flying partner. No words can express my feelings at this time."

Wireless data tsunami drives comm development: despite the ever-changing marketplace, the three pillars of electronic design reign: higher speeds, lower power consumption, and lower cost.(Wireless Communications)
WIRELESS TECHNOLOGY IS more than 110 years old, with Marconi, Tesla, and Popov conducting their earliest experiments in the 1890s. Yet the changes expected in the next decade will dwarf what has happened over the past century, particularly in two key areas: cell phones and short-range networking.
THE RISE OF THE SMART PHONE
The cellular business dominates the wireless sector. With well over a billion new handsets sold each year and the constant upgrading of the hundreds of thousands of base-stations worldwide, cellular means big bucks for everyone. And it's the most visible part of wireless since nearly everyone now has a mobile phone. The impact is huge. There are two main stories here: smart phones and the upcoming 4G revolution.
First, iSuppli reports that by the end of 2010, subscriptions for wireless services exceeded 5 billion. That represents 74.5% of the world's population. Penetration varies from only 50% in Africa to 157.6% in developed countries, where many people own multiple phones and subscriptions for travel and different devices (see "The Top 10 Wireless Trends To Expect In 2011" at www.mobiledevde.sign.com).

"Wireless communications now has spread to every nation, every age, and every income level, becoming a basic staple like food, clothing, and shelter. Wireless now represents the biggest stage that any technology market has ever played on," says Jagdish Rebello, principal wireless analyst at iSuppli.
ABI Research indicates that by the end of 2010, handset sales totaled 1.34 billion, and growth should continue through 2015 with 1.7 billion handsets sold. Driving all this is the smart phone, the all-in-one device that makes phone calls, texts, accesses the Internet, takes photos and videos, plays music, navigates by GPS, and runs the i thousands of new applications that have come out of nowhere,
About 19% of handset sales as of the second quarter of last year were smart phones with growth of more than 50% from the previous time in 2009, ABI Research says.
Driving the smart-phone explosion are the lower prices and wide availability of 3G and 4G data services. The sky-high cost of most data plans is still probably restricting growth. Another driver is apps. With so many interesting software applications available for the best sellers, subscribers are buying platforms that give them access to these many interesting programs.
ON THE MARKET
RIM's BlackBerry is still the number-one smart phone with an estimated 43% share, according to Canalys, a mobile-phone consulting company. Apple's iPhone is second with 21.3%. Android phones are up to number three at this point with an 18.9% share. Microsoft is at 7.3%. All the other phones with different operating systems (OSs) are way down the list, like Nokia/Symbian at 3.3%.
Strategy Analytics has a different view of smart-phone sales, placing Nokia at number one with 34.4%, Apple at number two with 18.3%, RIM at third at 16.1%, and all the others at 31.3%. Nevertheless, it is clear who the leaders are.
Apple's share could jump considerably if it lets Verizon sell a CDMA or Long-Term Evolution (LTE) version of the iPhone this year. In any case, keep in mind that these figures are just a snapshot in time as growth continues and share values change almost daily.
The top five handset vendors according to IDC include Nokia with a 32.4% share, Samsung with a 21% share, LG with 8.3%, Apple with 4.1%, and RIM at 3.6%. The rest of the handset manufacturers make up the remaining 30.5%, including HTC, the Chinese company' that makes the Sprint/Clearwire 4G EVO smart phone (Fig. 1).
Apps are playing a key part in the phenomenal growth of the smart phone. These small, cheap or free programs are being built for and bought by iPhone and Android phone users by the millions. Apple now has more than 260,000 apps, and Google has well over 100,000 for Android phones.
All of the other smart-phone vendors like Nokia and RIM are promoting their apps as well. Even Amazon recently launched an app store for Android apps, seriously ticking off Google. The apps figures vary daily, but they are popular.
Research2guidance, a market research firm in Berlin, pins the 2010 sales of apps at just over $2 billion. The company also expects the market to reach $15 billion by 2013. The apps user base is about 300 million as of the end of 2010, and it should top 1 billion users by 2013.

While there are many categories of apps, games top the lists in popularity. Other apps focus on news and weather, maps and navigation, social networking, and music. And if you can't get what you want right now, just wait. But with this movement comes the threat of massive hacking. Apps are an ideal way to promulgate malicious code targeting users' money, identity, and privacy.
Security is becoming a core issue for the new 4G networks and new smart phones. Vendors like F-Secure, Intel's McAfee, and Juniper are on that problem. Surely, Apple and Google also are going to have to be vigilant to vet apps more thoroughly to minimize potential mischievousness and criminality.
4G SERVICES, INFRASTRUCTURE
The other big news in the cellular world is the imminent arrival of 4G technology, which will be bringing faster networks that will open the door to even more smart-phone applications and uses. Currently, we are using the third generation (3G) of the mobile network.
3G means phone calls plus high-speed data that provides Internet access, e-mail, and other services like video. But the 3G networks are limited in speed to several megabits per second. That's a function of the technology limitations as well as the physics of wireless.
Today we have WCDMA and HSPA (High Speed Packet Access) and several versions of EV-DO cdma2000 that can provide speeds up to about 5 to 7 Mbits/s under the right conditions, whereas more common speeds run from 400 kbits/s few megabits per second. But the 4G technologies--Long-Term Evolution (LTE), WiMAX, and some advanced versions of HSPA+--are here and are gradually rolling out.
Both LTE and WiMAX are based on orthogonal frequencydivision multiple access (OFDMA) technology in wide 5-, 10-, and 20-MHz channels. They are strictly IP-based (Internet Protocol) or packet-based, unlike the current circuit switched technologies of the existing cellular network.
And believe it or not, voice calls won't travel over the LTE or WiMAX networks. They will still rely on existing cellular technologies like GSM and CDMA. All 4G phones will be multimode as well as multiband and will support all the older technologies to ensure voice service and a connection in locations where 4G service is not available.
LTE is supposed to deliver up to 100-Mbit/s downloads and 50-Mbit/s uploads. In real mobile performance, however, look for rates significantly less than that but certainly faster than current 3G rates. Clearwire claims 3 to 6 Mbits/s with bursts to 10 Mbits/s on its WiMAX network. Verizon claims 5 to 12 Mbits/s in its new LTE system. Both are significantly faster than any current 3G coverage but certainly not near the 100-Mbit/s potential.
Sprint and Clearwire were the first to roll out their 4G WiMAX services in the 2.5-GHz spectrum. These services are available in 68 cities today and more are on the way. They are selling USB dongles as well as the hot HTC 4G EVO smart phone. It will be interesting to see if Clearwire and Sprint stay with WiMAX or if they will eventually jump to LTE with all the other carriers. Most of their basestations could no doubt be easily upgraded to LTE since the two technologies are so similar.
As for LTE, MetroPCS was the first with service in Las Vegas and Dallas. Los Angeles and New York are expected to come online in 2011. Most of these early 4G services are data only, of course, with USB dongles. Verizon was next to implement LTE in the U.S. It launched in December in 38 cities using the new 700-MHz spectrum. The initial service uses USB dongle modems with LTE handsets coming later this year.
Verizon has run the course with its cdma2000/EV-DO technology, which is at its data speed limits, so an early LTE deployment is essential to maintaining a leadership position. AT&T won't launch LTE until sometime later in 2011. T-Mobile is waiting on LTE and selling its most recent HSPA+ networks as 4G (see "Controversy Brews Over 4G's Definition" at www.electronicdesign.com). Look for LTE to be a long, slow process of introduction as handsets become available, as the carriers can afford it, and as they upgrade their backhaul with fiber and faster microwave to handle the 4G data tidal wave.
SHORT-RANGE WIRELESS
Wi-Fi or IEEE 802.11 wireless local-area networking (WLAN) continues its popularity with the ongoing rollout of 802.1 In chips, modems, and routers. With a solid base of 1 In access points, the next move is more multiple-input multiple-output (MIMO) to further improve data speeds as well as range and reliability. Routers and access points are moving from two-antenna systems to three-antenna and four-antenna systems. Laptop manufacturers are struggling with getting more than two Wi-Fi antennas inside.
For years, Wi-Fi has attempted to become a factor in video distribution throughout the home. Its limited range and speed have kept it back, though, while wired technologies like MOCA and HomePNA seem to dominate. But now with new 4-by-4 MIMO chips like those from Quantenna, rates and reliability have reached a point of full acceptance by a growing number of IPTV service providers.
The Quantenna chips can deliver from 100 to 150 Mbits/s reliably at a range up to 150 feet, even through walls (Fig. 2). Using the 40-MHz bandwidth in the 5-GHz industrial, scientific, and medical (ISM) frequency bands as well as beam-forming, it has become possible to stream video throughout the home reliably.
Quantenna CEO David French believes that as the data rates coming into homes from cable and IPTV providers reach 50 and 100 Mbits/s, it will be ever more important for the networks inside the home to keep pace. That is particularly true with video streaming, video on demand (VOD) from Netflix and Hulu, and other video services like multiuser gaming as they grow in popularity.
When the forthcoming 60-GHz wireless technologies become available, it will be possible to stream video uncompressed. But the range will essentially be limited to one room. A direct point-to-point link using 60 GHz will make a good HDMI cable replacement to complement the lower-band Wi-Fi with fullhome coverage.
The big news with 802.11 wireless is the two new standards for even higher speeds. The IEEE 802.11 ac standard, which may be finalized late in 2011 or early 2012, is designed to operate in the 5-GHz band where 802.1 la is now. It will use wider-bandwidth channels of 40, 80, or even 160 MHz to achieve rates up to 1 Gbit/s at a range of 10 m.
Channel bonding that uses two or more of the available standard 20-MHz 1 la channels will be a feature as well. 802.11 ac may also use multiple-user MIMO (MU-MIMO), which uses multiple antennas for both transmit and receive at each end of the link to meet the speed and range targets.
Another version, 802.11 ad, operates in the unlicensed 60-GHz band. Another method called WiGig operates in essentially the same way. The standard will use four 2.16-GHz wide channels to achieve a data rate up to 7 Gbits/s. MU-MIMO will be used as well. Beamforming and steering will be part of the standard to achieve higher gains and longer range. Don't look for this standard until 2013 or beyond, though.
Other technologies are also vying for this short-range, high-speed territory. These include the Wireless Home Digital Interface (WHDI), which is based on a technology developed by Amimon. It uses a 5-by-4 MIMO arrangement to achieve data rates to 3 Gbits/s in 40-MHz channels in the 5-GHz band.
Another 60-GHz standard from the WirelessHD Consortium proposes to achieve 10 Gbytes/s max over 10 m. Then there's the Ultra-Wideband (UWB) technology from the WiMedia Alliance and the USB Implementer's Forum. It has been around for several years and is used mainly for video transfer, though it seems to be a fading technology.
A new Wi-Fi feature that should show major interest and growth is Wi-Fi Direct. This is the Wi-Fi Alliance's add-on to the standard that lets Wi-Fi-enabled devices talk to one another directly without going through an access point. It is ideal for Wi-Fi-enabled consumer devices for sharing photos and other content, synching, printing, and gaming. Vendors like Broadcom are implementing the standard in their chips, which should be showing up in laptops and cell phones this year.
Another interesting development is Wi-Fi in cars. Research firm iSuppli projects that automotive OEM shipments of in-vehicle Wi-Fi will rise to 7.2 million by 2017. Wi-Fi is a desirable addition to automotive electronics these days, and an in-vehicle hotspot can be implemented with an owner's existing USB wireless broadband modem. It's useful for sure, but it's also one more driving distraction.
Overall, the Wi-Fi market continues to grow as the many 802.1 lb/g networks upgrade to the 802.1 in standards. This same trend includes other short-range wireless technologies including Bluetooth, ZigBee/802.15.4, and UWB. ABI Research reported a 20% increase in these technologies from 2009 to 2010. Bluetooth still leads the pack volumewise, with Wi-Fi second.
Despite its age, now a decade, the ZigBee IEEE 802.15.4 wireless standard has not found its real niche until now. The whole Smart Energy/Smart Grid movement has provided the funding and the marketplace for these short-range technologies. Home-area networking (HAN) companies are adopting it, as are meter manufacturers and utilities that will use it to collect usage data.
Research company In-Stat says that ZigBee chip and module shipments should exceed $750 million by 2014. Aggressive growth isn't expected until 2015 and later. In the meantime, ZigBee's greatest use is in industrial monitoring and control where growth is modest.

NETWORK EQUIPMENT COMPANIES are scrambling to address the growing radio access network (RAN) gap between the explosive demand for mobile data and the capabilities of today's 3G and even tomorrow's 4G networks. Even if every 3G macroceU tower were immediately replaced with a 4G macrocell tower, the exponential increase in demand would render the 4G mobile network overcapacity again within a year or so. Carriers will need to augment the macrocell network with smaller cells (femtocells, picocells, microcells, etc.) to successfully surf the coming mobile data tsunami.
The new"heterogeneous"topology, a mixture of macrocells and smaller cells, introduces three new and significant RAN complexities. First, many of the small cells will be "nomadic" in nature, i.e., moving around, coming online and offline in an ad-hoc manner. Second, there will be a lot of them. And third, many of them will interfere with each other, in some cases with 100% overlap (e.g., a femtocell nested entirely within a macrocell footprint). Managing the associated intercell interference and spectrum reuse issues Hill become a major challenge and Hill require advanced, real-time, finally automated RAN intelligence.
Current RAN intelligence solutions, which are based on the 3GPP seN-organizing network (SON) standard, only address part of the problem, specifically the connection to the network upon startup. One of the major trends of 2011 that Hill help these small-cell networks become more prevalent is advanced SON technology that acts as the networks central nervous system, integrating RAN management and intelligence. It is designed to manage the RAN in real time after initial setup and provide ongoing intelligence to mitigate related operational issues.

Webvan Delays IPO After Running Afoul of SEC.
Internet grocery vendor Webvan Group Inc will delay its initial public offering, which had been scheduled for this week, as a result of concerns at the Securities and Exchange Commission that the company has been talking up the sale too much. Lead underwriter Goldman Sachs confirmed the delay Thursday, noting "the significant publicity surrounding Webvan's offering." The investment bank said the SEC and the company have agreed to a "cooling-off period" although it declined to elaborate. San Francisco-based Webvan plans to offer 25 million shares at a price of $11 to $13 each, raising up to $325m to fund its expansion.
The Wall Street Journal reported that the SEC was concerned that Webvan officials had made themselves available to the press recently, even as the company is in the required "quiet period" ahead of the IPO. According to the Journal, which cited "people familiar with the agency's thinking," the SEC was also concerned that Webvan has been sharing detailed information about its financial results - which weren't published in the prospectus for the stock sale - in its pre-IPO road-show presentations to institutional investors. The information in question is reported to be bullish, the Journal said, with the company allegedly booking nearly $3m a month in sales. The IPO could be delayed for at least a week or two, the Journal said, and the company will likely to file an amended registration statement making all the road-show data available.

Geneva -- ITU Secretary-General Hamadoun Toure met with Mr Vladimir Putin, Prime Minister of the Russian Federation during a historic visit to UN Headquarters in Geneva, where they discussed global access to the benefits of information and communication technologies (ICT).
Russia has long been a supporter of ITU and was one of its founding members nearly 150 years ago.
Prime Minister Putin reaffirmed his support and that of the Russian Federation to ITU and to the growth and development of the ICT sector. He said Russia was determined to contribute to the work of the Union and to strengthen the collaboration with the organization. Mr Putin referred to the importance of information technologies, in particular Internet services, which have a key position on the international agenda. He said that when we are talking about the democratization of international relations, we cannot ignore information technology.
ITU Secretary-General Hamadoun Toure said that solid political and technical support from the Russian Federation has contributed to the adoption of many ITU resolutions and decisions, which have helped deliver social and economic progress worldwide. He lauded Russia on its stellar progress in the ICT sector, pointing out that the Russian population enjoys 166 per cent mobile cellular subscriptions, which is over twice the global average. Dr Toure pointed out that while mobile connectivity is continuing to grow in Russia, more remains to be achieved in the roll out of broadband. He said that Russia's scientific contribution to the global community, in particular to space exploration and radiocommunication, have helped us meet our objectives to connect the world. He also shared his views on the future development of the Internet and highlighted the importance of international cooperation on cybersecurity.
Dr Toure extended an invitation to Prime Minister Putin to attend the 40th anniversary holding of ITU Telecom World in Geneva in October this year.

Sandy tells supporters they can't stay silent; THE LEGEND.(Sport)

STAND up and be counted. To Ibrox legend Sandy Jardine, that simple message provides the only possible starting point in ridding Scottish football, and society, of the festering sore of sectarianism.
It is a command Jardine addresses at the vast majority of Rangers supporters, urging all those of decency to root out the bigots in a self-policing drive.
Yet, he also believes the statement must be equally heeded by politicians and police. Scornful of the publicity factory that was the recent Government summit relating to the Old Firm and sectarianism, Jardine believes a far tougher approach is required by those who make the laws and those who enforce them.
The former Scotland full-back provided a strident voice on behalf of the Ibrox club as he joined with ex-Celtic boss David Hay, a team-mate at the 1974 World Cup finals, to promote the Old Firm Alliance. The partnership, first launched in 2005, is aimed at educating primary school children to develop stronger, integrated communities.
Long involved in the Ibrox club's fight against bigotry, Jardine pulled no punches as he demanded radical changes in standards of behaviour.
'What I would say is that these so-called Rangers supporters who are misbehaving -- whether it is drunken antics, getting into trouble abroad, or singing sectarian songs -- is that they are an embarrassment to our club. They are dragging our club along the gutter,' said Jardine.
'I've spoken to a lot of other supporters who are sick of it. But the club needs help. We can't do it ourselves. We need the help of the SFA, the police and the politicians.
'But most of all we need the help of the vast majority of Rangers supporters who are ordinary, lawabiding citizens. They cannot be a silent majority any more. They have to stand up and be counted and help the club.
'It's about reporting incidents to stewards or the club but also putting pressure on people to say this is not acceptable. It's not just at Ibrox, but also when we go to other stadiums.
'One of the big problems for me is that when we go away grounds, people are hoarded in. Some of the singing is terrible but no one takes action. It seems the police and everyone just wants to get them back on the buses and out of town as quickly as possible.
That's not addressing any problems.
'The amount of times you hear supporters -- and I'm not just talking about Rangers supporters -- saying: "I paid for my ticket, so I can come into the stadium and do what I like." But there is a code of conduct and everyone has to get back to that.
'There are a whole range of points to be addressed. We need politicians to go into the community because you're not telling me that people just come into the stadium and become bigots. If you believe that bile and sing that bile, you'll sing it outside the stadium as well.' Jardine sees the Tartan Army as something of a role model for Rangers fans sick of sectarian baggage.
'I played in the generation when, to be honest, the behaviour of some Scotland fans at Wembley was sometimes an embarrassment,' he added. 'Now if you look at the behaviour of Scotland supporters, it is often exemplary.
'There is a big self-policing culture there. I can only speak for Rangers, but it would definitely help our club if something similar was embraced by our supporters. That's why I say the good supporters cannot be quiet now.' JARDINE identified the internet as a place where 'a vile minority' foster hatred between the Old Firm clubs and insists it is just one of many areas where stronger action is needed by the authorities. He was not impressed by the summit meeting that followed last month's so-called 'shame game' Scottish Cup replay.
'I'm on the racist and sectarian monitoring group within the club,' said Jardine. 'For 10 years we have looked to try and come up with ideas to minimise sectarian singing. We know how difficult it is.
'We can't sort it out in 10 years, but they have one meeting and come out with an eight-point plan that is going to sort it? It's a nonsense.
'It's dead easy to lay it all at football's door. Right now, Rangers are being used as a punchbag for everybody. Abuse, drink, whatever -- if you want publicity, tag onto it.
'If they are really serious about trying to sort it, let's address it properly.
'We have an election coming up but have you heard one politician talk seriously about it? No.
'Unfortunately, too many people shy away from hard decisions. And it will take hard decisions to sort it out.'

Hurricane Electric's Exhaustion counter, an iPhone/Android application and web widget nicknamed "ByeBye v4" that counts down the days to IPv4 address depletion, is now reporting less than 365 days left to go.
To assist corporations in the transition from IPv4 to IPv6, Hurricane Electric has committed to hold a series of IPv6 seminars this fall and winter. The majority of Internet traffic today is composed of IPv4 transmissions, but the IPv4 protocol's 32-bit address will soon be inadequate to accommodate the rapidly growing number of Internet-connected devices. In order to avoid projected address-space depletion, IPv4 systems must be transitioned to the newer IPv6 protocol, which has a vastly larger address space. In addition to providing distinct, globally-routable addresses for all devices connected to the Internet, the IPv6 protocol also mandates network-layer security and simplifies certain network configuration tasks.
Hurricane Electric first deployed IPv6 on its global backbone in 2001.
